USB: sa1111: add OHCI shutdown methods

Add OHCI shutdown methods to cleanly shutdown the OHCI controller on
system shutdowns and reboots.  This avoids the controller continuing
to run should be soft-reboot the platform, potentially scribbling
over system memory.
