tty: flush flip buffer on ldisc input queue flush

Flush the tty flip buffer when the line discipline input queue is flushed,
including the user call tcflush(TCIFLUSH/TCIOFLUSH).  This prevents
unexpected stale data after a user application calls tcflush().
