KVM: Introduce KVM_CAP_MANUAL_DIRTY_LOG_PROTECT2

The previous KVM_CAP_MANUAL_DIRTY_LOG_PROTECT has some problem which
blocks the correct usage from userspace.  Obsolete the old one and
introduce a new capability bit for it.
