[PATCH] s390: fakell for high speed token ring

[patch 8/10] s390: fakell for high speed token ring.

From: Michael Holzheu <holzheu@de.ibm.com>

Implement fake-link-layer for high speed token ring. Without it
token ring packages get leading ethernet headers, which confuses
dhcp.
