ixgbe: Use pci_vfs_assigned instead of ixgbe_vfs_are_assigned

This change makes it so that the ixgbe driver uses the generic helper
pci_vfs_assigned instead of the ixgbe specific function
ixgbe_vfs_are_assigned.
