MIPS: Kconfig: remove HAVE_LATENCYTOP_SUPPORT

HAVE_LATENCYTOP_SUPPORT was removed all together in commit da48d094
("Kconfig: remove HAVE_LATENCYTOP_SUPPORT"). This commit removes a
leftover in the MIPS Kconfig.
