Make people use the proper cli/sti replacements

ppc64: turn off STRICT_MM_TYPECHECKS

	everywhere
ppc64: create CONFIG_XMON_DEFAULT so we can have debugging enabled
	but xmon disabled at boot.

iSeries (AS/400).
