There can be multiple MLOG_CHECKPOINT record for the same checkpoint.
During recovery, InnoDB could encounter the previous MLOG_CHECKPOINT
for the checkpoint lsn. So the assertion
mlog_checkpoint_lsn <= recovered_lsn is wrong.
