Postfix for Bug#48210 FLUSH TABLES WITH READ LOCK deadlocks
                      against concurrent CREATE PROCEDURE

Rewrote the second test to use DROP PROCEDURE instead of 
CREATE USER as CREATE USER does not work with embedded server.
