Cleanups for ha_partition.cc

- Ensure that var= doesn't have a space before =
- Fixed DBUG_PRINT to use %u for unsigned types
- Use "enter" when printing function arguments
- Fixed typos
- Added some extra DBUG_PRINT
- Removed not needed assignment
