Partitions no longer need to be restarted at boot since now slapgrid
will start the services even if there is no connection to master.

This reverts commit cada4581.

Supervisord files of stopped partitions (only those) should be removed,
and those of started partitions should exist.

Create the supervisord configuration file for the partition's processes
on start, and remove it on stop.

Give each supervisor process group its own separate configuration file.

The bug was introduced in 57118615 and
was actually removing the main IPv6 of the machine because the
_addSystemAddress function is actually seeing the "tentative" attribute
for the IPv6 address added at boot time.

Instead of forcing prefix to /128 for tap IPv6, use noprefixroute
to avoid the unwanted automatic routing.

The logic was here, but the argument was not registered

       Use the proper way to include Mixin into a portal type

Adapt tests accordingly

Adapt the tests to take news and 'status' field into consideration.

Include new 'status' field to be one of 'none', 'green', 'red', 'orange'
or 'unsupported' if news are not supported by the master (e.g. proxy).

Add --news option to include a 'news' field with the raw news.
