I forgot tcp had per netns tracking of timewait sockets, and their sysctl to change the limit. After 0dad4087 ("tcp/dccp: get rid of inet_twsk_purge()"), whole struct net can be freed before last tw socket is freed. We need to allocate a separate struct inet_timewait_death_row object per netns. tw_count becomes a refcount and gains associated debugging infrastructure.
