ACPI: Do not create a platform_device for IOAPIC/IOxAPIC

No platform-device is required for IO(x)APICs, so don't even
create them.

[ rjw: This fixes a problem with leaking platform device objects
  after IOAPIC/IOxAPIC hot-removal events.]
