perf record: Implement basic filtering for off-cpu

It should honor cpu and task filtering with -a, -C or -p, -t options.

Committer testing:

  # perf record --off-cpu --cpu 1 perf bench sched messaging -l 1000
  # Running 'sched/messaging' benchmark:
  # 20 sender and receiver processes per group
  # 10 groups == 400 processes run

       Total time: 1.722 [sec]
