[PATCH] cpufreq: deprecated usage of CPUFREQ_ALL_CPUS

The usage of CPUFREQ_ALL_CPUS is deprecated. Only exception is cpufreq_set,
which needs to iterate over all CPUS now. Also, remove some unneeded code.
