mm: drop redundant ARCH_ENABLE_[HUGEPAGE|THP]_MIGRATION

ARCH_ENABLE_[HUGEPAGE|THP]_MIGRATION configs have duplicate definitions on
platforms that subscribe them.  Drop these reduntant definitions and
instead just select them appropriately.
