[WATCHDOG] sbc8360+w83977f_wdt-consolidate_CONFIG_WATCHDOG_NOWAYOUT_handling

Attached patch removes #ifdef CONFIG_WATCHDOG_NOWAYOUT mess and
replaces it with common define in linux/watchdog.h.
