Bluetooth: add WCNSS dependency for HCI driver

The newly added bluetooth driver is based on the soc-specific support,
but lacks the obvious compile-time dependency on that:

drivers/bluetooth/btqcomsmd.o: In function `btqcomsmd_probe':
