[Power Mgmt] Add CONFIG_PM_DEBUG option

- If enabled, add -DDEBUG to command line for kernel/power/ files.
- Fixup redefinitions of DEBUG in main.c and disk.c
- Kill useless DEBUG_* cruft in swsusp.c
- Change printk()s in dump_info() to pr_debug().
