bpf: Split bpf_local_storage to bpf_sk_storage

A purely mechanical change:

	bpf_sk_storage.c = bpf_sk_storage.c + bpf_local_storage.c
	bpf_sk_storage.h = bpf_sk_storage.h + bpf_local_storage.h
