qlge: Allow enable/disable rx/tx vlan acceleration independently

o Fix the driver to allow user to enable/disable rx/tx vlan acceleration independently.

  For example:
	ethtool -K ethX rxvlan on/off
	ethtool -K ethX txvlan on/off
