staging: rtl8188eu: clean up blank line style issues

Add missing and remove unnecessary blank lines to clear the following
checkpatch issues.

WARNING: Missing a blank line after declarations
CHECK: Please use a blank line after function/struct/union/enum declarations
CHECK: Blank lines aren't necessary before a close brace '}'
CHECK: Please don't use multiple blank lines
