Pull power management fix from Rafael Wysocki:
 "This fixes a schedutil cpufreq governor regression from the 4.14 cycle
  that may cause a CPU idleness check to return incorrect results in
  some cases which leads to suboptimal decisions (Joel Fernandes)"
