[ARM] 3948/1: AT91: Initial support for AT91SAM9261 and AT91SAM9260

This patch adds the initial support for the newer Atmel AT91SAM9261 and
AT91SAM9260 processors.  The code is based on, and makes use of, the
existing AT91RM9200 support.
