powerpc/ptrace: Move declaration of ptrace_get_reg() and ptrace_set_reg()

ptrace_get_reg() and ptrace_set_reg() are only used internally by
ptrace.

Move them in arch/powerpc/kernel/ptrace/ptrace-decl.h
