docs: dt: convert booting-without-of.txt to ReST format

- Add a SPDX header;
- Adjust document title;
- Adjust document and section titles;
- Some whitespace fixes and new line breaks;
- Mark literal blocks as such;
- Add table markups;
- Add it to devicetree/index.rst.
