seq_buf: Fix kernel documentation

There are plenty of issues with the kernel documentation here:
  - misspelled word "sequence"
  - different style of returned value descriptions
  - missed Return sections
  - unaligned style of ASCII / NUL-terminated / etc
  - wrong function references

Fix all these.
