[PATCH] ppc64: fix eeh.h compile warnings

This patch is from Nathan Lynch <ntl@pobox.com>.

Use static inlines instead of #defines for stub functions when
CONFIG_EEH=n, to eliminate "statement with no effect" warnings with
some toolchains.
