net/8021q: Implement Multiple VLAN Registration Protocol (MVRP)

Initial implementation of the Multiple VLAN Registration Protocol
(MVRP) from IEEE 802.1Q-2011, based on the existing implementation
of the GARP VLAN Registration Protocol (GVRP).
