ethtool: Implements ETHTOOL_PHY_GTUNABLE/ETHTOOL_PHY_STUNABLE

Adding get_tunable/set_tunable function pointer to the phy_driver
structure, and uses these function pointers to implement the
ETHTOOL_PHY_GTUNABLE/ETHTOOL_PHY_STUNABLE ioctls.
