[PATCH] ibm_emac driver updates

Optimizes transmit windows for improved performance and to prevent
TX underruns. Fixes driver registration error handling. Fixes ZMII
and RGMII thinkos. Fixes for MDIO handling issues from Ralph
Siemsen. Please apply.
