bpf: lsm: Provide attachment points for BPF LSM programs

When CONFIG_BPF_LSM is enabled, nop functions, bpf_lsm_<hook_name>, are
generated for each LSM hook. These functions are initialized as LSM
hooks in a subsequent patch.
