kvm/x86: Hyper-V SynIC timers tracepoints

Trace the following Hyper SynIC timers events:
* periodic timer start
* one-shot timer start
* timer callback
* timer expiration and message delivery result
* timer config setup
* timer count setup
* timer cleanup
