staging: rtl8723bs: replace WLAN_EID_VHT_OP_MODE_NOTIFY

Replace unique WLAN_EID_VHT_OP_MODE_NOFITY macro with kernel provided
WLAN_EID_OPMODE_NOTIF from linux/ieee80211.h.
