ASoC: SOF: Intel: hda: fix the hda init chip

re-write hda_init_caps and remove the HDA reset, clean HDA
streams and clear interrupt steps in hda_dsp_probe so the
HDA init steps will not be called twice if the
CONFIG_SND_SOC_SOF_HDA is true.
