Options

[SERIAL] Convert serial config deps to select statements 

The dependencies for CONFIG_SERIAL_CORE / CONFIG_SERIAL_CORE_CONSOLE
were becoming very messy.  This cset converts the dependencies to
use "select" statements instead.
