MIPS: EMMA: Kconfig reorganization

- Move EMMA related stuff into arch/mips/emma/Kconfig
- Create CONFIG_SOC_EMMA* to handle more EMMA SoCs effectively
- Rename CONFIG_MARKEINS into CONFIG_NEC_MARKEINS
