[ARM] Move machine config questions into machine class subdirs

This cset moves a fair amount of per-machine questions into their
relevant machine class subdirectory, making arch/arm/config.in
easier on the eyes.

arch/arm/mach-arc/Config.help

+CONFIG_ARCH_ARCA5K
+  This selects what ARM system you wish to build the kernel for. It
+  also selects to some extent the CPU type. If you are unsure what
+  to set this option to, please consult any information supplied with
+  your system.
