ftrace: Remove ASSIGN_OPS_HASH() macro from ftrace.c

The ASSIGN_OPS_HASH() macro was moved to fgraph.c where it was used, but for
some reason it wasn't removed from ftrace.c, as it is no longer referenced
there.
