powerpc/fsl: Add barrier_nospec implementation for NXP PowerPC Book3E

commit ebcd1bfc upstream.

Implement the barrier_nospec as a isync;sync instruction sequence.
The implementation uses the infrastructure built for BOOK3S 64.
