into arch/i386/kernel as they are needed even if CONFIG_PCI is not enabled.

In Rules.make, a comment says:

# Old makefiles define their own rules for compiling .S files,
# but these standard rules are available for any Makefile that
# wants to use them.  Our plan is to incrementally convert all
# the Makefiles to these standard rules.  -- rmk, mec

This patch does that for the i386 arch Makefiles.

Originally by Alan. It was in the 2.4-ac tree for ages, much tweaked
by myself and Thomas Hood. Its main purpose is for skipping the full
memory test and other time-wasting diagnostics on reboot.
