Rationale: match closer to web UI where users without epic edit access can not see those fields.

Expose new date fields.
Translate start_date and end_date params as '_fixed' for backward compatibility.

Convert use of any_instance as it does not work with prepend

Those are composite fields managed by the system so no direct updates should be allowed

Indicate whether start and due dates should be sourced from Epic's issue's milestones.

Post migrate epics to copy milestone dates

Earliest's start date and latests due date are returned.

Instead of invoking git commands from GitLab we are now invoking the
`list_new_blobs` RPC from Gitaly that will return all the blobs found in
the new revision that's being used for the push operation.

With this change we're also fixing a bug by making push size checks only count the size of newly-pushed files
