no actual changes, just reformatting and switch to -y instead of -objs

One of the goals of the whole new modversions implementation:
export-objs is gone for good!

o Move /proc handling to a file of its own 
o Use <linux/seq_file.h>

(plus a bit of rearranging in the ISDN Makefiles) 

It's up to the drivers to maintain their list of buffered messages
themselves. As most drivers can share common code, provide it
in capilib.o, inside of the module kernelcapi.o

No need for it being a standalone module.
